The mission of the Civil Air Patrol communications program is to organize and maintain a reliable, nationwide, point-to-point, air-to-ground and ground mobile radio capability in support of the missions of CAP.

The primary user of the CAP Communications System is the Emergency Services program.  Most support provided to this function is tactical in nature (short range) requiring the highest degree of flexibililty.

Civil Air Patrol Cadet Programs is not only a prime training ground for tomorrow's leaders, but also a contributor of today's mission ready assets.  Support provided to this function is both tactical and administrative in nature.

The primary purpose of any CAP communications facility is to provide the commander with the means for controlling his / her units and their activities.  In addition, it provides the commander at each echelon the ability to communicate with superior and subordinate commanders.

The duties and functions of the Communications Officer at all levels includes but is not limited to:


1. Developing and implementing communications plans, programs, and directives.
2. Establishment of requirements for the tracking of acquisition and disposition of communications equipment.
3. Coordinating communications plans and programs with other staff agencies and with subordinate and higher headquarters.
4. Developing detailed operating procedures for communications operations and guidance to subordinate units and personnel.
5. Collect and report data to determine the effectiveness of communications operations.
6. Process radio station applications for CAP radio stations.
7. Develop and implement communications training programs.
8.Coordinate communications conferences, meetings, and workshops.
9. Establish programs to maintain and operate unit radio equipment.
